What does utah consider a "Rifle"? Had no idea one could buy in Utah w/o being
a Utah citizen.
Is a pistol caliber carbine (PCC) considered a "rifle"? How about a short barreled rifle (sbr)?

Yes for PCC as long as the barrel is 16", SBR is governed by Federal law.

so every <16" PCC or SBR rifle requires ATF paperwork, right?

If it is a rifle, yes. You can make a pistol out of it but then you can't buy out of state.
