How do people get children to comply when you don't trust them?
you lie/exaggerate, "If you don't brush your teeth your teeth will fall out" and many other exaggerations. I've posted this several times but it's too good not to post again -

Covid was a very serious risk and we needed to take strong measures, but the regulators and epidemiologists did not trust the community to act appropriately. So they did what everyone does in that situation, you stretch the truth. 100k becomes millions, etc. In addition, it has to be applied equally. You have to make this about an existential threat to all so that there is fairness to the doctrine and you can keep people in control.
