So am I able to just keep their end of contract deposit?

They gave me a deposit of 1000 where 850 was refundable upon completion of the contract. If they don’t pay, can I just keep their deposit to recoup some of the unpaid rent money? I think I should be able to. I still have a mortgage to pay....
