Why was Utah the only state that had lower than average new unemployment reports last week?

I was shocked to see that new unemployment reports in Utah last week were actually down 23% from normal (1,314 v 1,700). Any ideas?

I know that we have a strong economy and aren't under a total shutdown, but many other states also met that definition last week.
