Those measures would certainly help contain hotspots, but there is no
way these large cities in China, that would have had huge inter-provincial travel before the restrictions even went into place, never had any significant number of cases.

I haven’t seen any explanation of how this didn’t spread more before lockdowns. Even with these measures they would have some spread. They are essentially saying there are zero new cases (they are blaming all new cases on travelers from outside of China).
