B of A started accepting PPP apps at 9 Am ET today. Everybody else - stalled?

Chase says they arent ready and a few others show the same based on a quick google search, but a buddy says he already submitted his thru B of A this morning, and this forbes article says: "(Updated: 11:00am April 3, 2020. This article has been updated to reflect Bank of America BAC accepting online applications at 9:00am ET)

Since the CARES Act was passed, government agencies and banks have been scrambling to figure out how all of these disaster-package pieces fit together. Paycheck Protection Program Loans were supposed to roll out today, giving small businesses support. Turns out, we will have to wait a bit longer.
