we weren't under quarantine, what would the process look like now to get a kid a learners permit and their license? Is there a certain number of hours we need to be driving with her?

State by state. In NV- 15 years 6 months old. 50 hours before getting license.

Yep, check how it is for your state. In Utah, sign them up for Driver's Ed.
