So there's fact and sensationalism both.
That said, bioweapons programs are immoral and stupid. We can't make planes, software, reactors, anything without side-effects and bugs. The hubris it takes to think you could keep bioweapons well contained is...well, tragic. Anything that puts lots of life at risk should probably not be developed. It's immoral, stupid.
The bigger problem is a sub-divided world. Plagues show we share one ecosystem really. Having nation states toxify it to divide portions of it against each other is - in the long-term - patently ridiculous.
