How would he be eligible in January? Unless you're a grad transfer or get a
waiver, you have to spend a year in residence at the new school before you're eligible. He may have dropped out at his last school at the semester break, but that doesn't start the clock ticking for his year in residence. The rule is NOT "sit out a year." The rule is "spend a year in residency" at the new school
