I didn't even know it was an option to pre-pay for rental cars these days. I've always paid on pick up. That sucks
Good luck... did you book directly with Budget or through a travel agency? Might be worth giving them a call and pleading your case. You can threaten with the credit card chargeback on the phone even if it's just a bluff.
