If you listen to the king of brisket (Franklin) he cooks hotter than that. 250 - 275
You could maybe have added a pan of water to the smoker to keep the environment moist and you should have spritzed with apple cider vinegar or apple juice every hour IMO. Like DFE mentioned though, it's tough when you're cooking just the flat. Not a lot of fat to render means that adding moisture is even more important.
