If they are telling them they have to delay then that is the same thing...
I'm willing to give them a pass if it is because of the covid situation, no way to plan for something like that and so everyone simply has to compromise and do their best, but if they are just telling a kid who is home and ready to enroll that he has to wait because they suck at planning and managing their scholarships then that is basically taking it from the kid. Remember the kid has his life and life schedule planned as well.
