I like it, but I would go further: mods are enforcers, so they shouldn't be part
of the appeal process at all. Appeals should be handled by non-mods, fellow regular CBers — a jury of your peers.

It's basic separation of duties: the executive branch shouldn't be the judicial branch too. It's like asking cops to also serve as judges and juries — it's too hard for them to be self-critical and judge themselves (and their mod peers) fairly.
