I've always thought there could be a two system setup
Private hospitals and clinics and health insurance as we have it now, remain the same, but they don't have to accept medicare/medicaid and can turn people away for anything that isn't life-threatening. Then you have a system of government hospitals, like the VA, that take everyone who requires care on the public dime and would only take private insurance as a supplemental. The care would still be superior to much of the world. Part of the plan would be to get the government off the backs of private care and not be able to dictate everything they do. Dunno, its just an idea.
