This concept only is useful for people that have insurance. For people without
they are left trying to convince the hospital to give them an insurance rate discount, but the individual doesn't have any bargaining power like a big insurance company so they may not budge, or may give them a bit of a discount, but still cost many thousands of dollars. The idea that you have to bill everyone 10X what you are hoping to get, is so absurd.
