You'll get a couple of hours of rides with little to no wait. I'd recommend getting the 23 month old a pass to ride all of the kiddie rides. They monitor height on every ride pretty religiously, so not much luck getting on a water slide if you're not tall enough. Lines for "big kids" (like cannibal) are pretty crowded, but stuff for the littles is pretty much walk on.
