Easy way to signal that you care while still optimizing your revenue stream (without actually caring)
They need to demonstrate social concern while getting ahead of protecting their revenue stream which the B1G and the PAC 12 do through their own networks, which might fold without football revenue to support it.
They don't really care, otherwise they would create more of a hybrid approach, for instance, allowing Utah to play BYU or Stanford, Cal, USC and UCLA to play G5/FCS California schools.
