So, if Ohio State and Rutgers can't play in Week 3 for whatever reason, the conference can look to reschedule that game to be played during one of the later-season flex weeks.

To me, that is the winning argument for conference-only schedules. Doesn't hurt that it also maximizes the TV contract value.
