From a statistical standpoint, top 5 last year were Patrick Mahomes,
Lamar Jackson, Dak Prescott, Russell Wilson, and Drew Brees - not necessarily in that order. Dak led his team to an 8-8 record so you probably have to eliminate him for the the discussion for 2nd best (and realistically put him at best #5 on the overall list).

Based solely off last year's total production you almost have to go with Lamar Jackson given the numbers he put up combined w/ leading his team to 14-2 record. He led the league in QBR and TDs and was 3rd in PER along w/ rushing for another 1200 yards.

Drew Brees might be the best "pure passer" of the bunch and in my mind would almost for sure be #2 on the list if he were able to stay healthy for the entire season (he only played 11 games last year). Because of age/health issues and concerns he's probably behind both Jackson and Wilson on the list, but he is my personal favorite of the bunch and I would go with him if I know that he's going to be 100% throughout the entire season.

the debate then comes down to Jackson or Wilson. As I said above, if we were basing it solely off of the numbers put up last year you'd have to go with Jackson. However, we'll have to see if he can consistently put up those sorts of numbers as it was just a single season and it's possible as teams learn to adjust to his style of play that his numbers could come back down. Russell Wilson is a known quantity and has been consistently good for several seasons now. He also didn't have the same level of talent around him this year as he as in the past. Based upon previous experience as well I would ultimately probably give then nod to Wilson.
