It's a personal choice and no one is telling a specific person to leave Utah.
But it is generally something a lot of people should consider. Many are limiting their own growth by staying in Utah to be close to family and the church could really use them to help build the church and communities in other regions. A lot more opportunity out there for a lot of people.

There is also the trend of people fleeing to Utah so their kids don't go astray, that's also a personal decision but it isn't always going to work. Plenty of trouble to be found for kids in Utah and having their beliefs challenged when they are younger can turn them into stronger adults.

I've also seen people move to Utah and say it is because for the lower cost of living and then they get there and have their salary reduced significantly which actually leads to a much lower standard of living.
