For very few people would I expect that to be the case
In most cases, it's probably better for the kid to experience life outside Utah. Taking them out of their family bubble can be huge for growth. Go experience different places and people. For example, spurts in child development are often associated with moves — you'll see kids make leaps in reading or speaking after their family relocates. Too often can obviously be a problem though.
