So only athletes from those 15-20 schools get paid? Or is it determined on a conference basis with athletes across the schools getting paid? Or is it on an NCAA level?

I mean — Texas had like 220M revenue last year while Washington state had like 40M. I don't really know how the NCAA can even pretend to support competitive fairness if you start allowing the mega-earning schools to pay players anything beyond image and likeness. (Which is already approaching a pretty dangerous line of anti-competition)
