In Utah if you aren’t a resident the district can charge for an out of state
Student.

It rarely happens but the law is there to prevent families from sending a “trouble” kid to Utah to live with, say an uncle, to get him away from the trouble while the real parents don’t pay taxes in Utah. I think it says they can charge whatever the WPU is for the district. Most of the time they just lie or transfer power of attorney to the relative they are living with to avoid paying. Districts rarely go after them.
