No. A forward underhand pass is still a forward pass. It's a dead ball if
dropped. The Brandon Doman offense often used a similar shuffle pass to the running back right behind the offensive line. It was always ruled to be an incomplete pass when dropped.

Was it really a shovel pass? I thought shovel passes were thrown from the chest. Zach threw it underhand.
