He doesn’t have to advance. He can occupy first as long as batter doesn’t
2 players can’t occupy a single base. Runner on 1st can stay there as long as he likes. Once the runner touches first the other runner would be out, assuming the 1st basemen hasn’t made an out already.
If the 1st basemen tags the runner who has his foot on 1st, there’s no out. If the 1st basemen touches 1st with his foot the batter is out.

You can tag a player out standing on a bag if they are not safe on the bag. They could tag the runner standing on first
