The way I read that, the runner is “forced to vacate”
Once the ball is in play. However, it doesn’t mean he can be tagged out while standing on the bag. The batter is entitled to 1st but the runner cannot be tagged out until the batter reaches first.

You can tag a player out standing on a bag if they are not safe on the bag. They could tag the runner standing on first
