especially in comparison to some of the other native spanish speakers on the show. i too thought the actor was spanish, especially given his name. So i figured he was simply going for a more erudite or sophisticated spanish to distinguish him from, say, Tuco Salamanca.

But based on that, it's probably just because its incredibly difficult for a non-native speaker to approximate a native speaker.
