Think about what happens when someone goes to a bishop for financial help.
The bishop first asks them to exhaust whatever resources they have before providing help - self, family, etc.
Maybe TH was told the same thing. See what you can get from the fan base and any other resources you might have, and we’ll step in to take care of the rest if necessary.
It would make sense, and is consistent with how other things are are handled in the church.
