No one is considering the financial costs

To implement this rule for a no guaranteed game (that will almost 100% not happen). It would likely cost 100,000s of dollars for zero financial payout outside of a possible PR stunt you hope 13 people buy in to. That is probably not worth it when they could just play a P5 game the next week.

Still, if BYU had the money (20 mil deficit this year), they should have done it.
