- Highest ranked ACC team not in the semi-finals
- Highest ranked non champ available from B1G/SEC

So technically that means 8 total from above leaving the possibility of 4 at-large.

However, if the current standings were used then ND & Clemson are in the semi-finals so the #3 team from the ACC team would go to the Orange bowl which then leaves only 3 at-large this year.
