Limiting the number of scholarships would do more to fix recruiting

If each team can only offer 75 instead of the current 85 then talent spreads out.

Or maybe limit it to 60 full-ride scholarships and 25 partial-scholarships. Then a kid can choose between a partial from Alabama or a full-ride from BYU.

Tweaking the way scholarships are dealt out would level the playing field.
