My dumbed down explanation: Sagarin still thinks Penn St and Mich are really
good football teams (based on last year). So all those other B1G teams with convincing wins over Penn St and Mich are getting strong boosts.
As soon as the ratings figure out that PSU and UM are bad football teams (only looking at this year) then expect the Sagarin ratings to better slot Big ten teams.
