Recent year perf is a very strong indicator of future perf, so Penn St and Mich
being really bad is lifting things up - because they haven't played enough games to minimize that factor to where it will eventually end up, and then Northwestern and Indiana being decent props up everything else.
If you average teh ratings, it's only about a 4 point different in strength
