Good option. She goes to any outlet that offers Western Union, gives them cash,

gets a code number, communicates the code number to the landlord, who in turn goes into a local Western Union outlet, provides the code, and is given the cash.

Couple of things to check—are there maximum amounts that can be sent via WU and can the money be retrieved online and deposited into the bank account.

Open an account at a local bank (to her) where she can go make payments.
