I doubt it. I don't think they'll name a QB1, for several reasons.

If Hall is healthy, he has a stronger arm and better mobility. His ceiling is higher than Romney, IMO.

Also, if word from practice regarding Conover's performance on the scout team is true, they will want to give him every opportunity to win the starting job.
