My guess is that a higher percentage of college QBs can than NFL QBs
Some of the league's most successful QBs in recent years have actually been guys with limited arm strength (guys like Drew Brees, Philip Rivers, and Tom Brady come to mind). At any level of football - but especially in the NFL - it's a lot more important to be able to make accurate throws and good pre- and post-snap reads.

Most high school coaches, some college coaches, and a sizable contingent of Cougarboard fans are enamored with QBs that can throw the football a mile - but those same QBs with great arm strength often struggle with the mental aspects of the game and/or have iffy accuracy.

Not to take anything away from Hall, but I'm much more impressed with good decision-making, accuracy, and touch than I am with long bombs to unguarded WRs on an empty soccer pitch.
