If a business is eligible, why wouldn’t they get a PPP or PPP2 loan?

On the one hand, if you can survive without it, it may appear morally sound to skip it. However, is this really a moral issue? Shouldn’t a business take any advantage available to them to make the business stronger or hedge against an uncertain future?
