Are the qualifications similar for a sub and full time teacher?

Seems like most subs I know have moved on to other full time employment with the unemployment rate so low. But I also thought I heard they raised the standards for subs at least in Arizona making it more difficult for those without a bachelors degree or teaching certificate to be eligible.
