RE: What is the risk and who would shut down school?
So BYU has taken a hardline approach to Covid. When they started, they said that if we find people going to parties, they’ll shut it down. Heck, there have been places in the library people haven’t been using masks so byu shut down those sections. They don’t want Covid spread on campus at all.

To BYU admin, maintaining classes for students is more important than BYU sports. They want to limit as much risk on campus as possible as they have committed to shutting down their own university if Covid spreads there.

Additionally, they don’t have Uncle Sam backing them if they do shut down the university.

This is my theory on what’s happening. You won’t see a crowd at BYU until vaccines are administered.
