We signed the letter here is the justification: 6 and 10 Cactus League fans are from out of state.
The only reason we have spring training and built $200million stadiums was to draw out-of-state visitors and have them fill our hotels and restaurant and game $$. Local AZ people are not going to spring training games at 1pm, they are working.

All of our civic volunteer groups who staff the games are also in the high vulnerability population.

Pushing it back a month is an attempt to hope that California Dodgers fans and Chicago fans will be more inclined to travel and feel safer going to games and staying here. Also so the volunteer population can all get vaccinated.

Arizona already allows its citizens to attend games currently, NHL Coyotes, NBA Suns just got approval and NFL Cardinals played with fans. Spring Training is about out of state visitors like in California who are not even allowed to travel right now. Our month delay is an attempt to get them to travel.
