Pretty sure they're breaking rules. Unless it's a very very special circumstance

"Your pet must remain inside the kennel (with door secured) while in a Delta boarding area (during boarding and deplaning), a Delta airport lounge and while onboard the aircraft."

Some jackass brought a pitbull on my flight and is letting the dog roam back n forth within a few rows with no leash.

Delta. The dog was eventually asked to be set next to the owner but at no point should any dog be off of a leash

The only exception should be legitimate, certified service animals. And those shouldn't be pitbulls.

This dog has the red thing on its body. So far the dog has been well behaved but of course the owner (right next to me)
