Something to do with us having people retire and hiring younger replacements. We're a smaller org, so it doesn't take a lot of people moving on when a couple of them are people with high medical needs resulting in a lot of insurance usage and they are replaced with younger healthy people. Open enrollment is Nov/Dec for us.
