So give me another route to qualify for participation. It should be be
a reasonably inexpensive test and you pay someone qualified for any overview and certification of how you handle your finances based on a specific timeframe. I have no problem with a process to protect the uneducated and gullible but don't blanket disqualify everyone other than the wealthy.

Not in my experience. In my experience you just fill out the form. But you’d have to check one of the boxes representing
