BSA that is on how local leaders ran it. When you force people into a program that they may not want to lead or participate in that program is doomed to fail.
Outside of that the abuse was a huge failure of leadership that led to good changes and changes the church even adopted. Hopefully, it was a net positive but it is truly impossible for us in our limited knowledge to be 100% sure on that. I know the church felt it was a net positive for a long time at least.
