Meaning, how many homeless are drawn to Utah because they hear about the generous society? I know a lot of homeless are transient across states, but don’t know what the data look like on this question.

I do think that an overabundance of charity and hope contributes to a lot of the homelessness. And that a stronger hand in dealing with them would yield better results both for them and the rest of the community.
