The statement from the NCAA says "fall sport student-athletes".. the kid in question was not with any school during the fall of 2020.

3 years. 2020 eligibility was frozen by the NCAA. So he'd be a True Soph in 2021

Yes. Nobody's clock moved in 2020 from the NCAA's point of view.
