What flexibility you get if you do not enroll the entire 2020 year (not just fall/winter)?

3 years. 2020 eligibility was frozen by the NCAA. So he'd be a True Soph in 2021

Yes. Nobody's clock moved in 2020 from the NCAA's point of view.
