I'd ban the shift and de-juice the ball, but IMO the best change baseball can
make is the implementation and enforcement of a 15-20-second pitch clock. The games are longer than they used to be, but they're also so much SLOWER. 4-hour games that are 13-10 are fine when they happen. But 4-hour games that are 3-2 are not fine at all. It's spreading down to lower leagues and youth leagues like the plague. Get on the rubber and into the box.

MLB is nibbling around the edges with the pitching change limits, the clock in between innings and mound visits. But they won't address the biggest one, which is delay between pitches. B-ball and football have play clocks to keep things moving. Nearly every sport has a type of "delay of game" penalty.

Ban the human rain delay to save baseball.
