belters anatomy can't survive on those others planets because of the gravity (or at least a good percentage of them). They basically have no where to go and they are being cut out because in inners can all live on those planets, mine the resources and cut out the belt. Marco sees this as the next method that the Inners are using to put the Belt under its heel.
