The most informative thing to do is click on the contract creator's address, which is the following:

You will notice that almost every transaction of the contract creator is an "out" transaction. Feel free to click on the various hash transactions and you'll see some very large amounts of money (nice 6 figure amounts) being pulled out by the creator via pancakeswap.

That's really all you need to know as to why the price isn't going up because all the profits are being drained through out transactions by the creator. It's not really the wild, wild west of crypto.
